Xi presses 'toilet revolution' in countryside

Chinese president Xi urged for a "toilet revolution" in rural areas on Monday, as the country has made progress in upgrading the facilities in tour spots.

The president has called on a campaign to address the much-complained-about issue that has threatened to damage the reputation of China's tourism industry.

Xi applauded the achievements in renovating toilet facilities in tour sites over the past two years, and called on efforts to improve the facilities in rural areas.

He said toilet facilities are important in improving people's standard of living in countryside.

In January 2015, China's National Tourist Administration pledged[1] to build 33,500 new public toilets around the country, focusing on tourist sites. An additional 25,000 were slated[2] for renovation under a three-year plan.

[1]pledge: to make a serious or formal promise to give or do something

We are asking people to pledge their support for our campaign.

So far, £50,000 has been pledged (= people have promised to pay this amount) in response to the appeal.

[ + to infinitive ]

Both sides have pledged to end the fighting.

[2]slate: If something is slated to happen, it is planned to happen at a particular time or on a particular occasion.

be slated to do sth/be slated for sth

Bromfield was slated to become U.S. Secretary of Agriculture.

Every house on this block is slated for demolition.

By April 2017, the country's top tourism authority said nearly 36,000 new public toilets had been installed in the country while another 15,000 had been renovated, completing almost 90 percent of the target set by the campaign.

As a major tourism destination that receives more than 3.7 billion visitors a year, China should not treat the problem of toilets as a small matter. According to estimates, an average tourist visiting China uses public toilets eight times during one trip, which means tourists as a whole will visit toilets more than 27 billion times a year. This is indeed an astronomical[3] number.

[3]astronomical: If you describe an amount, especially the cost of something as astronomical, you are emphasizing that it is very large.

Houses in the subdivision are going for astronomical prices.

The problem, unfortunately, has become almost intractable[4] over time. And precisely for this reason we need a slogan like "Toilet revolution for tourism evolution".

[4]intractable: an intractable problem is very difficult to deal with or solve〔

the seemingly intractable problem of human greed

According to a nationwide survey by Tsinghua University, tourists gave toilets in China's tourist areas a score of 70 out of 100. According to the survey, most of those surveyed think that the national "toilet revolution" has "basically improved toilet quality" and "met the demands of tourists."

New details of the construction underway in the "Toilet Revolution" suggest that remarkably ambitious changes may be afoot[5] in China's public bathrooms. Not only will there be expected changes like Western-style toilets and deodorization technology[除臭技术], but a recent draft from the NTA(National Tourism Administration) suggests that there could be big screen televisions, free wi-fi, ATMs and sofas. It sounds luxurious – if you can get in.

[5]afoot: If you say that a plan or scheme is afoot, it is already happening or being planned, but you do not know much about it.

Everybody knew that something awful was afoot.
