Responding to online anger set off by footage of a woman in chains, authorities in eastern China said they found that human traffickers had sold the woman in the late 1990s, not to one, but two prospective husbands.


For almost a month, views of posts about the chained woman have topped billions a day on China’s internet, rivaling interest in the 2022 Beijing Winter Olympics and forcing attention on a practice the country has long tried to stamp out: the trafficking of women as brides.


The emergence in January of the video clip, which shows the woman, a mother of eight, chained in a shed without a door, quickly led to speculation online that she was treated so poorly because she was a “bought wife.”


Local officials initially denied that this was the case, but authorities later said they had taken into custody a married couple on suspicions of human trafficking, saying the wife of the couple had taken the woman to Jiangsu province from her home in China’s south. On Wednesday, Jiangsu provincial authorities said the couple were convicted human traffickers who had spent several years in prison in the 2000s and that they are now under arrest.


The most recent statement confirmed lower-level authorities’ findings that the woman was from a village in Yunnan province in China’s south and that her name was Xiaohuamei—a name that means Little Plum Blossom. Her husband, identified by his surname, Dong, has been arrested on suspicions of abuse.


The statement contained new details, including that Xiaohuamei on arrival in Jiangsu had first been sold for purposes of marriage to a different man for 5,000 yuan in early 1998, or around $790 under current exchange rates. Within a few months, however, she vanished, the statement said, prompting the buyer to demand 2,000 yuan in compensation from the traffickers.


Later that year, she was sold again, to Mr. Dong’s household in Feng county, part of the city of Xuzhou. Since the video footage emerged, Xiaohuamei has been diagnosed with schizophrenia and is in a hospital, where authorities say her oldest son is taking care of her. The new statement said she is 44 years old.


Some lawyers and rights activists have called for hearing from the woman directly. The statement said the woman wasn’t mentally fit to communicate, citing a medical team in Nanjing, the provincial capital.


Several statements from lower-level authorities haven’t quieted questions over the woman’s plight. The investigation by Jiangsu’s provincial government is continuing, and some observers expect the trafficking of women to be addressed during China’s annual legislative session, the National People’s Congress, in March.


“It’s such a hot topic now,” said Jeremy Daum, a scholar of Chinese criminal law at Yale Law School.


The statement by Jiangsu authorities said that more than a dozen officials in Feng county have been punished for a number of violations, including failing to provide care for the mentally ill,  releasing untrue information and forging documents.


In rural China, a traditional preference for boys has skewed China’s gender ratio—a trend that worsened during the decades of China’s now-abandoned one-child policy—and left a surplus of men trying to find wives.


According to a 1991 research paper published by the Chinese Academy of Social Sciences, a government think tank, nearly one-quarter of women moving to Xuzhou between 1985 and 1988 were bought wives.


Two decades ago, the gender imbalance in Xuzhou was worse than in most parts of China, with 127 boys born for every 100 girls in 2000, census data shows, although it has improved in recent years. Within Xuzhou, Feng county had the most distorted ratio, with 156 boys born for every 100 girls in 2000.


Coercing a woman into marriage has long been against the law in China, but paying money for a wife didn’t become a criminal offense until 1997, punishable by a sentence of up to three years in prison.
