X. Pursuing Green Development and Promoting Harmony between Humanity and Nature

大自然是人类赖以生存发展的基本条件。

We must uphold and act on the principle that lucid waters and lush mountains are invaluable assets, and we must remember to maintain harmony between humanity and nature when planning our development.

lucid /ˈluː.sɪd/ 表示“清晰的，明了的；（人）头脑清醒的，说话清楚的”，英文解释为“clearly expressed and easy to understand, or (of a person) thinking or speaking clearly”举个🌰：

She gave a clear and lucid account of her plans for the company's future.

她清楚明了地讲述了自己对公司未来的规划。

lush /lʌʃ/ 1）表示“（地区）郁郁葱葱的，植被茂盛的”，英文解释为“A lush area has a lot of green, healthy plants, grass, and trees.”如：lush green valleys 郁郁葱葱的山谷

2）表示“美味的；愉悦的，使感官愉快的”，英文解释为“very attractive to look at, taste, smell, etc.”如：the lush taste of the ice cream 冰激凌的美味。

1. Accelerating the transition to a model of green development

推动经济社会发展绿色化、低碳化是实现高质量发展的关键环节。

A green and low-carbon economy and society are crucial to high-quality development.

加快推动产业结构、能源结构、交通运输结构等调整优化。

We must work faster to adjust and improve the industrial structure, the energy mix, and the composition of the transportation sector.

实施全面节约战略，推进各类资源节约集约利用，加快构建废弃物循环利用体系。

We will implement a comprehensive conservation strategy, conserve resources of all types and use them efficiently, and move faster to put in place a system for recycling waste and used materials.

完善支持绿色发展的财税、金融、投资、价格政策和标准体系，

Fiscal, taxation, financial, investment, and pricing policies and systems of standards will be improved to support green development.

表示“财政的”，英文解释为“Fiscal is used to describe something that relates to government money or public money, especially taxes.”

发展绿色低碳产业，健全资源环境要素市场化配置体系，

We will boost green and low-carbon industries and improve the system for market-based allocation of resources and environmental factors.

加快节能降碳先进技术研发和推广应用，倡导绿色消费，推动形成绿色低碳的生产方式和生活方式。

We will accelerate the R&D, promotion, and application of advanced energy-saving and carbon emission reduction technologies, encourage green consumption, and promote green and low-carbon ways of production and life.

2. Intensifying pollution prevention and control

坚持精准治污、科学治污、依法治污，持续深入打好蓝天、碧水、净土保卫战。

We will continue to control pollution in a lawful, targeted, and science-based way, and we will make further efforts to keep our skies blue, waters clear, and lands clean.

加强污染物协同控制，基本消除重污染天气。

Pollutants will be controlled in a better-coordinated way, and we will basically eliminate serious air pollution.

1）表示“排除；消除；清除”，英文解释为“to remove or take away someone or something”举个🌰：

A move towards healthy eating could help eliminate heart disease. 养成健康的饮食习惯有助于消除心脏病诱因。

2）表示“（比赛中）淘汰”，英文解释为“to defeat someone so that they cannot continue in a competition”举个🌰：

He was eliminated in the third round of the competition. 他在第3轮比赛中被淘汰。

统筹水资源、水环境、水生态治理，推动重要江河湖库生态保护治理，基本消除城市黑臭水体。

We will make concerted efforts to improve aquatic environments, water resources, and aquatic ecosystems, strengthen ecological conservation of major rivers, lakes, and reservoirs, and generally eliminate black, malodorous water bodies in cities.

aquatic /əˈkwæt.ɪk/ 表示“水栖的；水生的；水上的；水中（进行）的”，英文解释为“living or growing in, happening in, or connected with water”如：aquatic plants 水生植物。

reservoir /ˈrez.ə.vwɑːr/ 1）表示“水库；蓄水池”，英文解释为“a place for storing liquid, especially a natural or artificial lake providing water for a city or other area”

2）表示“储备；储藏；宝库”，英文解释为“a large supply of something”举个🌰：

malodorous /ˌmælˈəʊ.dər.əs/ 表示“难闻的，恶臭的”，英文解释为“having an unpleasant smell”举个🌰：

We will strengthen prevention and control of soil contamination at the source and control new pollutants.

表示“污染，玷污；污染物”，英文解释为“something that contaminates”；contaminate作动词，表示“污染；弄脏”，英文解释为“to make a substance or place dirty or no longer pure by adding a substance that is dangerous or carries disease”举个🌰：

The drinking water has become contaminated with lead.

提升环境基础设施建设水平，推进城乡人居环境整治。

The environmental infrastructure will be upgraded and living environments in both urban and rural areas will be improved.

全面实行排污许可制，健全现代环境治理体系。

The pollutant discharge permit system will be implemented across the board, and more will be done to modernize the environmental governance system.

作动词，1）表示“准许（某人）离开；解雇；（尤指）允许…出院；（根据法庭决议）释放”，英文解释为“to give sb official permission to leave a place or job; to make sb leave a job”举个🌰：

Patients were being discharged from the hospital too early.

病人都过早获准出院。

More than half of all prisoners discharged are reconvicted within two years.

3. Enhancing diversity, stability, and sustainability in our ecosystems

Major projects for preserving and restoring key ecosystems will be carried out at a faster pace in priority areas, including key national ecosystem service zones, ecological conservation redlines, and nature reserves.

推进以国家公园为主体的自然保护地体系建设。实施生物多样性保护重大工程。

We will develop the national park-based nature reserve system and carry out major biodiversity protection projects.

科学开展大规模国土绿化行动。深化集体林权制度改革。

Large-scale greening programs will be rolled out in a well-planned way, and reform of collective forest tenure will be deepened.

tenure /ˈten.jər/ 表示“占有；使用权；使用期；任期；保有期”，英文解释为“being the legal owner of land, a job, or an official public position, or the period of time during which you own it”举个🌰：

During his tenure as dean, he had a real influence on the students. 他在当教务长期间，对学生们影响很大。

推行草原森林河流湖泊湿地休养生息，实施好长江十年禁渔，健全耕地休耕轮作制度。

We will promote the natural regeneration of grasslands, forests, rivers, lakes, and wetlands, enforce the 10-year fishing ban on the Yangtze River, and improve the system of fallowing and crop rotation.

rotation /rəʊˈteɪ.ʃən/ 1）表示“轮作；换茬（农民有规则地改变地里种植的植物）”，英文解释为“the act by farmers of regularly changing which crops they grow in a field”如：crop rotation 农作物轮作。

2）表示“（尤指围绕一个固定点）旋转，转动”，英文解释为“movement in a circle around a fixed point”如：the speed of rotation 转速

We will establish mechanisms to realize the market value of ecosystem goods and services and improve the compensation system for ecological conservation.

exotic /ɪɡˈzɒtɪk/ 表示“来自异国（尤指热带国家）的；奇异的；异国情调的；异国风味的”，英文解释为“from or in another country, especially a tropical one; seeming exciting and unusual because it is connected with foreign countries”举个🌰：

She travels to all kinds of exotic locations all over the world.
