XV. Exercising Full and Rigorous Self-Governance and Advancing the Great New Project of Party Building in the New Era

Our Party has a pivotal role in building China into a modern socialist country in all respects and in advancing the rejuvenation of the Chinese nation on all fronts.

pivotal /ˈpɪvətəl/表示“关键的；核心的”，英文解释为“A pivotal role, point, or figure in something is one that is very important and affects the success of that thing.”如：a pivotal role in European affairs 在欧洲事务中的关键作用。

我们党作为世界上最大的马克思主义执政党，要始终赢得人民拥护、巩固长期执政地位，必须时刻保持解决大党独有难题的清醒和坚定。

As the largest Marxist governing party in the world, we must always stay alert and determined to tackle the special challenges that a large party like ours faces, so as to maintain the people’s support and consolidate our position as the long-term governing party.

经过十八大以来全面从严治党，我们解决了党内许多突出问题，

Since our Party’s 18th National Congress, we have exercised full and rigorous self-governance and solved many of our prominent problems.

但党面临的执政考验、改革开放考验、市场经济考验、外部环境考验将长期存在，精神懈怠危险、能力不足危险、脱离群众危险、消极腐败危险将长期存在。

Nevertheless, the tests the Party faces in governance, reform and opening up, the market economy, and the external environment will exist for a long time to come, as will the dangers of a lack of drive, incompetence, disengagement from the people, inaction, and corruption.

disengagement /ˌdɪs.ɪŋˈɡeɪdʒ.mənt/ 表示“脱离”，英文解释为“the fact of stopping being involved in something”

全党必须牢记，全面从严治党永远在路上，党的自我革命永远在路上，

All of us in the Party must bear in mind that full and rigorous self-governance is an unceasing endeavor and that self-reform is a journey to which there is no end.

1）表示“引导，带领”，英文解释为“to take someone or something or make someone or something go in the direction in which you want him, her, or it”举个🌰：

We must meet the overall requirements for Party building in the new era, improve the systems for exercising full and rigorous self-governance, and comprehensively advance our efforts to purify, improve, renew, and excel ourselves.

This will enable our Party to stay true to its original aspiration and founding mission and remain the strong leadership core in building socialism with Chinese characteristics.

（一）坚持和加强党中央集中统一领导。

1. Upholding and strengthening the centralized, unified leadership of the Party Central Committee

党的领导是全面的、系统的、整体的，必须全面、系统、整体加以落实。

The Party’s leadership is comprehensive, systematic, and integrated; therefore, it must be exercised in a comprehensive, systematic, and integrated way.

健全总揽全局、协调各方的党的领导制度体系，完善党中央重大决策部署落实机制，

We will improve the leadership systems by which the Party exercises overall leadership and coordinates the efforts of all sides and refine the mechanisms through which the Party Central Committee’s major decisions and plans are implemented.

确保全党在政治立场、政治方向、政治原则、政治道路上同党中央保持高度一致，确保党的团结统一。

This will ensure that all Party members closely follow the Central Committee in terms of political stance, orientation, principles, and path and that the Party’s solidarity and unity are maintained.

完善党中央决策议事协调机构，加强党中央对重大工作的集中统一领导。

We will improve the Central Committee’s decision-making, deliberative, and coordinating institutions, so as to strengthen its centralized, unified leadership over major initiatives.

deliberative /dɪˈlɪb.ər.ə.tɪv/ 表示“审议的”，英文解释为“involving careful thought and discussion when making decisions”

加强党的政治建设，严明政治纪律和政治规矩，落实各级党委（党组）主体责任，提高各级党组织和党员干部政治判断力、政治领悟力、政治执行力。

In strengthening the Party politically, we will enforce strict political discipline and rules, ensure that Party committees (leading Party members groups) at all levels fully assume their principal responsibilities, and enhance the political judgment, understanding, and implementation of Party organizations and Party officials at all levels.

1）表示“假定；假设；认为”，英文解释为“to think or accept that sth is true but without having proof of it”举个🌰：

It is generally assumed that stress is caused by too much work. 普遍认为，紧张是工作过重所致。

We will continue to conduct sound, democratic, and law-based governance, practice democratic centralism, and develop new and improved ways of exercising leadership.

提高党把方向、谋大局、定政策、促改革能力，调动各方面积极性。

We will enhance the Party’s ability to chart the course, make overall plans, design policy, and promote reform, and we will keep everyone motivated.

表示“计划行动步骤；制定（行动计划）”，英文解释为“to plan a course of action”举个🌰：

She had carefully charted her route to the top of her profession. 她周密地制订了达到她职业巅峰的行动计划。

增强党内政治生活政治性、时代性、原则性、战斗性，

We will make intraparty political activities more politically oriented, up-to-date, principled, and effective.

用好批评和自我批评武器，持续净化党内政治生态。

We will make full use of criticism and self-criticism and keep working to improve the political environment in the Party.

（二）坚持不懈用新时代中国特色社会主义思想凝心铸魂。

2. Enhancing cohesion and forging the Party’s soul with the Thought on Socialism with Chinese Characteristics for a New Era

cohesion /koʊˈhiːʒn/表示“凝聚（力）；团结”，英文解释为“the situation when the members of a group or society are united”如：social/national cohesion 社会/国家凝聚力。

用党的创新理论武装全党是党的思想建设的根本任务。

Arming our members with the Party’s new theories is a fundamental task of strengthening ourselves theoretically.

全面加强党的思想建设，坚持用新时代中国特色社会主义思想统一思想、统一意志、统一行动，

To this end, we will continue to use the Thought on Socialism with Chinese Characteristics for a New Era to achieve unity in thinking, will, and action.

组织实施党的创新理论学习教育计划，建设马克思主义学习型政党。

We will launch programs for Party members to study the Party’s new theory and build the Party into a Marxist party of learning.

加强理想信念教育，引导全党牢记党的宗旨，解决好世界观、人生观、价值观这个总开关问题，

We will strengthen the ideals and convictions of our Party members, see that they are committed to the Party’s purpose, and resolve the fundamental question of the worldview, outlook on life, and values they should embrace.

1）表示“坚定的看法；坚定的信念；坚定的信仰”，英文解释为“a strong opinion or belief”如：a deep/strong/lifelong conviction 深深的/坚定的/终生的信仰。

2）表示“定罪，判罪”，英文解释为“the fact of officially being found to be guilty of a particular crime, or the act of officially finding someone guilty”举个🌰：

Since it was her first conviction for stealing, she was given a less severe sentence. 由于她是初次犯盗窃罪，对她的量刑不是很重。

We will combine theoretical study with regular, long-term study of the Party’s history and see that Party members and officials strengthen their understanding, conviction, integrity, and diligence through continued study of Party history and carry forward our revolutionary traditions and heritage.
