Register Companies Recklessly

Tell clients to obtain visas as legal persons or investors by registering a company, but the registered company will not operate normally, which is actually illegal.(X)
Recently, the Exit-Entry Bureau in Shanghai has been conducting close inspections for companies opened by expats. For companies that cannot pass the inspections, the visas of legal persons and investors will not be extended or canceled, and applicants will not be able to obtain legal employment in the future.

Tell clients to avoid lease actual offices, which could lead to the direct cancellation of their work visas. (X)

Applying for Work Visas in Violation of Regulations

Work permits for foreigners can only be processed in their actual place of work(city), but some agents will tell clients to apply for work permits in a city that is relatively "easy" to apply for.
But actually, foreigners who work in China beyond the scope allowed in the work permits shall be deemed as illegal employment.

Article 80-2
An individual who introduces jobs to ineligible foreigners shall be fined RMB 5,000 yuan for each job introduced, with a maximum of RMB 50,000 yuan in total; Entities that introduce jobs to ineligible foreigners shall be fined RMB 5,000 yuan for each job illegally introduced, with a maximum of RMB 100,000 yuan in total; and the illegal gains, if any, shall be confiscated.

Get a work permit in a company but don't work there.(X)
Some agents will provide clients with affiliated companies and charge fees, and apply for work visas for clients in this company, but foreigners do not actually work in the company. This is illegal.
