UPDATED: Who Can Get PU/TE Letter to Enter China Now?

What's a PU/TE letter?

PU/TE letter is an invitation letter issued by China Foreign Affairs Office(外事办公室/服务中心).
With the PU/TE letter, foreigners can apply for a new visa at the local Chinese consulate and enter China.
Note: This is a new policy since the global epidemic.
Who can get a PU/TE letter?
Now only the following personnel are possible to get a PU letter:
Important employees of large-scale companies.
The core management staff of small or medium-sized enterprises such as the legal representative or CEO, etc.
Senior technical experts and other high-end talents who can bring benefits to China.

NOTE:
Q: I am holding an invitation letter (PU) or (TE), and want to apply for a type of Z or M visa to the mainland of China. Can I use the letter to apply for visas for my spouse and children together?
A: No. Due to the Pandemic, visa applications for accompanying persons have been suspended.
How to apply for a PU/TE letter?
Companies need to contact the district foreign affairs office(外事办公室/服务中心), submit the application materials, and wait for the approval.
After the PU/TE letter is issued, the company should send it to the foreign applicant. (E-version or paper version)
NOTE:
It usually takes around 2 months to get the PU letter.
What's the process of entering China with the PU/TE letter?
After getting the PU letter, the foreign applicant then takes it to the Chinese Consulate in his/her country to apply for a new visa.
Purchase flight ticket back to China.
Take both nucleic acid rt-PCR and IgM serum antibody tests (核酸及血清抗体检测).
