Update on Testing & Quarantine Rules Across China

China has imposed stricter screening and quarantine measures on travelers entering the border through flights, trains, ships, and roads as coronavirus cases soared around the world.


Below AnyHelper has gathered the latest testing&quarantine rules in cities across China

Beijing



3 Nucleic Acid Tests Required



Beijing's COVID-19 epidemic prevention and control authorities are requiring three nucleic acid tests for travelers from overseas after the capital city resumed direct international flights.

Travelers from overseas to Beijing must take a first test and bring the certificate of their negative result within five days before boarding; the travelers then must conduct a health declaration and take a second test at customs; they must take a third one after completing quarantine after landing in China, and those with negative results can be removed from concentrated medical observation, said Tian Tao, a member of the city's epidemic prevention and control work team, at a press conference on Wednesday.

Quarantine



Starting from September 3, all travelers entering Beijing from overseas shall be intensively observed at designated sites for 14 days.

Shanghai



Quarantine



Starting from July 27, people who arrive in Shanghai from overseas can spend half of their quarantine time at home if certain conditions are met.


For now, though, all such people will remain subject to a compulsory 14-day quarantine at places designated by the government.


For those whose destination is Shanghai, under condition that they have residency in the city, live apart from family members who don't have to be quarantined or live with people who agree to be quarantined along with them, they will be sent home to resume their quarantine on the eighth day if their nucleic tests on the fifth day are negative and if they apply to be quarantined at home.


On the eighth day, qualified persons will be transported directly from collective quarantine spots to their homes by authorities of the districts in which their homes are located.

Jiangsu/Zhejiang/Anhui



Quarantine



"3+11" Quarantine Policy


Inbound travelers who arrive in Shanghai with final destinations in Jiangsu, Zhejiang or Anhui provinces can be quarantined in the city for three days and then transferred to their destinations for another 11 days of quarantine.


On the fourth day of the quarantine, specially-assigned persons from each province will pick up travelers in a special vehicle to prevent cross-infection of the coronavirus.


But if the person has tested positive for the virus, has suspected symptoms or has come into close contact with confirmed cases, they should be quarantined in Shanghai for treatment or further observation.

Guangdong



Quarantine



All persons entering Guangdong who qualified for the following conditions must be quarantined for medical observation (pay by themselves) at places designated by the government for 14 days.


  • Entered from overseas (excluding Hong Kong, Macao and Taiwan) through Guangdong ports;


  • Those entering Guangdong via Hong Kong, Macao, Taiwan and ports in other provinces;


  • Those who have traveled abroad within 14 days before coming to Guangdong

Guangdong has launched a 24-hour English/Chinese hotline 1258088 for expats. During the epidemic, foreign nationals in the province can call to make inquiries or for assistance ay anytime.

Jilin


People who arrive in Jilin from overseas must do compulsory 21-day quarantine at places designated by the government and 7-day quarantine at home.



Other Provinces


Besides above provinces, travelers from overseas to Fujian, Hunan, Hubei, Shanxi, Shandong, Sichuan, Yunnan, Henan, Heilongjiang, Jilin, Liaoning, Shanxi, and Hebei provinces must do centralized quarantine for 14 days.

New Policy Trends



The National Health Commission released the "New COVID-19 Prevention and Control Plan (Seventh Edition)" on its official website on the Sep 15th.


The new plan suggests the following measures for overseas travelers to China, and It is expected that various provinces and cities in China will gradually adjust their prevention and control policies based on actual conditions.


  • After receiving the nucleic acid test by the customs at the port of entry, the entry personnel shall be quarantined at the place of entry for 7 days and undergo nucleic acid test at their own expense (in principle, on the 5th day after entering the centralized quarantine location).


  • Those with negative test results can be transferred to home quarantine for 7 days. And 14 days after the expiration of the quarantine period, they will voluntarily conduct a nucleic acid test at their own expense.


China allows the entry of foreign nationals holding 3 categories of valid Chinese residence permits(work, personal matters, and reunion)with no need for applying for new visasstarting on 0 am., 28 September 2020. For related details, please click HERE.
