Compared with the previous talent green card policy, the newly revised Measures for the Implementation of the Guangzhou Talent Green Card System put forward the Guangzhou talent green card AB card system and the talent green card recommendation system, further relaxing the conditions for applying for talent green card, and further improving the treatment of talent green card holders. Newly added inbound scientific research, teaching and self-use items will enjoy customs clearance tax exemption, and enjoy housing security such as talent apartments and housing with shared property rights.

Further relax the talent green card application threshold

High-level and high-skilled talents selected or approved by Guangzhou City must meet the requirements of starting A business or working in the city for more than 6 months before they can apply for talent Green Card A.

For talent Green Card B, eligible talents who have worked in Guangzhou for less than 6 months, or do not work in Guangzhou, but start a business or work for at least 6 months in the Guangzhou & Foshan high-quality Development Integration Pilot Zone, Guangzhou & Qingyuan Special Economic Cooperation Zone and other regions can apply. At the same time, if the applicant is the winner of internationally renowned awards, the winner of China's National Top Science and Technology Award, the academician of the Chinese Academy of Sciences, the Chinese Academy of Engineering, the academician of the highest academic institution (association) in developed countries and regions, the national major talent project, the annual work in the city of not more than 6 months or there is a cooperative relationship with Guangzhou units, you can also apply for talent Green Card B.

Some talent Green card A card holders can recommend outstanding talents

Winners of internationally renowned awards who work in Guangzhou or hold talent Green Card A, winners of China's National Top Science and Technology Award, academicians of Chinese Academy of Sciences and Chinese Academy of Engineering, academicians of the highest academic institutions (associations) in developed countries and regions, and selected candidates of National Major Talent projects can recommend no more than 2 outstanding talents in their teams or work units to apply for Talent Green Card B every year. No more than 5 candidates in 5 years, and the recommended talents should have a bachelor's degree or above. The proposer needs to issue a personally signed recommendation letter, which is reviewed by the municipal talent work department and submitted to the "Guangzhou Talent Green Card Management System" by the proposer.

The number of waiting lists for talent green card holders has increased from 9 to 15

Among them, high-level talents and overseas scientific and technological experts who return to China to settle down or work in China for more than 1 consecutive year (including 1 year) can enjoy customs clearance tax exemption policies for scientific research, teaching and self-use items in reasonable quantities; Cardholders who meet the requirements of Guangzhou can enjoy green channel services when applying for household registration; If you plan to participate in social insurance in Guangzhou according to law, you can go through the procedures for the transfer and continuation of social insurance relationships in accordance with regulations. Eligible cardholders, their spouses and children can participate in Guangzhou basic pension insurance, medical insurance for employees and urban and rural residents and relevant supplementary medical insurance according to regulations; In accordance with the relevant regulations of Guangzhou, they can enjoy the housing security benefits such as talent apartment and common property right housing. The resident permit can enjoy the green channel service and other treatment.

From 00:00 (Beijing time) on Wednesday July 26 2023, the Chinese government will resume the 15-day visa free policy for Singaporean citizens holding ordinary passport who enter China for business, tourism, family visit and transit purposes. Visas which have been issued to Singaporean citizens are still valid. Visa applications that have been lodged before will be processed normally.
