How to bring my foreign-born baby back to China?

What should parents do if they choose to bring their foreign-born baby back to China? Should the baby return China with a travel permit or a passport?

China Passport:

A document for Chinese citizens to enter and exit the country and to prove their nationality and identity abroad.

China Travel Permit:

International Travel Permit, an alternative to the Chinese passport, valid for travel to all countries in the world.

What's the difference between a passport and a travel permit?

1. The passport is usually valid for 10 years (5 years for minors); The travel permit is usually valid for 2 years (1 entry per year under special circumstances).

2. The passport processing time is longer than the travel permit processing time and cannot be expedited.

3. Passport issuance, renewal and replacement are handled by the Exit and Entry Administration Department of the Public Security Bureau, while travel permits are handled by Chinese embassies and consulates abroad.

Who can apply for a travel permit?

1. Chinese citizens whose temporary overseas passport is lost, stolen, damaged or expired; 

2. Chinese citizens who cannot apply for a passport in an emergency;

3. Chinese Hong Kong and Macao residents who do not hold a "Hong Kong and Macao Residents Travel Permit to the Mainland" and need to go to the Mainland; 

4. Chinese Taiwan residents who do not hold a "Taiwan Resident Travel Permit to the Mainland" and need to go to the mainland; 

5. Some Chinese minors with special circumstances.

*Some special cases include:

(1) The child was born in a territorialist country or was born to a Chinese citizen or a foreign citizen without permanent residence status;

(2) The child is a Chinese citizen but has dual or multiple nationalities
