“十四五”时期是开启全面建设社会主义现代化国家新征程的第一个五年。

The period covered by the 14th Five-Year Plan will be the first five years in which we embark on a new journey to build China into a modern socialist country in all respects.

📍 “十三五”规划（the 13th Five-Year Plan）指的是中华人民共和国国民经济和社会发展第十三个五年规划纲要的简称（2016－2020年）。“十四五”即为第十四个五年规划纲要的简称。

我国发展仍然处于重要战略机遇期，

China remains in an important period of strategic opportunity for development.

📍remain在政府工作报告中是个高频词，作动词表示“仍、保持”的意思，如：

2020年报告：形式主义、官僚主义仍较突出，Pointless formalities and bureaucratism remain an acute issue.

2020年报告：经济运行总体平稳。The economy remained stable overall.

📍remaining 作形容词，表示“剩余的；剩下的；还需处理的”（The remaining things or people out of a group are the things or people that still exist, are still present, or have not yet been dealt with.）如：确保剩余贫困人口全部脱贫 to ensure that all remaining poor people are lifted out of poverty.

但机遇和挑战都有新的发展变化。

Yet, there are changes in both the opportunities and challenges we face.

📍面临...，动词除了face还有用encounter这个词，如：

2020年报告：去年，我国发展面临诸多困难挑战。In pursuing development last year, China faced many difficulties and challenges.

2017年报告：过去一年，我国发展面临国内外诸多矛盾叠加、风险隐患交汇的严峻挑战。In the past year, China's development has faced grave challenges posed by a great many problems and interwoven risks and dangers both at home and abroad.

2016年报告：过去一年，我国发展面临多重困难和严峻挑战。In the past year, China has encountered many difficulties and challenges in its development.

2015年报告：过去一年，我国发展面临的国际国内环境复杂严峻。Over the past year, the international and domestic environments faced by China in its development have been complicated and challenging.

要准确把握新发展阶段，

📍“把握”在政府工作报告的英译本中通常会转换词性，这里将动词“把握”转换成名词“understanding”。十九大报告中转换为了形容词“clear”：

直升机已经升级并且装上现代化设备。

📍bolster /ˈbəʊlstə(r)/ 表示“支持，改善，加强”（to improve sth or make it stronger）如：bolster sb's confidence/courage/morale 增加某人的信心/勇气/士气，举个🌰：

More money is needed to bolster the industry.

需要更多的资金来提振这个产业。

加快跨境电商等新业态发展，提升国际货运能力。

We will accelerate the growth of cross-border e-commerce and other new forms of business, and enhance our international shipping capacity.
